Sync parser and dependencies from CockroachDB v25.3.0 (cb540b101146345c1df9f265f65ea321c62b10b3). Also update snapshot.sh to accept a configurable COCKROACHDB_LOC environment variable, and bump cockroachdb/version dependency for the new IsCustomOrAdhocBuild method. This brings the parser up to the v26.2.0 level. Individual commits are for each of the versions.
