Fixed a TOCTOU vulnerability during sysctl journal temp file creation where files were briefly created with default umask permissions before being locked down. This was resolved by using atomic file creation with POSIX `open()` and strict 0600 permissions. Co-authored-by: acebytes <2820910+acebytes@users.noreply.github.com>
