This PR configures Vale in the docs repo. Going forward, anytime someone makes a contribution to the docs, Vale will run against their changes and point out any problems.
The current Vale configuration is set up for branding errors, typos, and general style mishaps (according to the Microsoft style guide) — this is subject to change in the future.
