Add support for shared, agent-agnostic ~/.config/AGENTS.md as an additional user-level instructions file alongside the existing paths. Agents like Octo and Amp default-source this as well, so it allows for global instructions in one place, with agent-specific instructions wherever the agent creator prefers. I wouldn't refer to Shelley features in an Amp config or vice versa, but there are often generic instructions I would like to share between them all.
I wasn't sure whether adding a new block would be better than refactoring to this slice/loop, and opted for the light refactor so it's less repetitive.
