wasm: a build with no debugger, -tags nodebug - #31

A page that only runs and stops programs (the load and scan ops) should not receive the debugger. -tags nodebug links neither dap nor vmdebug; beedance.dap is absent and the version reply says debugger: false. A test holds the dependency lists to it.
