Consider removing the take action / open ticket assignment #26063

As @Jefffrey notes on https://github.com/apache/datafusion/pull/24510/changes#r4173665263

something to note is even arrow (main repo) has turned off their take action:

it could be worth exploring as a case could be made it sometimes can stifle discussion if its too easy for someone to just come in an 'take' an issue (though i havent been keeping an eye on datafusion recently so im not sure if this is a concern)

    I do think the "assignment" feature of github is not used very consistently in this repo, and we could consider removing it (I think the biggest value is for someone who files a ticket to assign it to themselves to note that they also plan on providing a solution)

    for this case, maybe we can include one line in the issue body like below to let people assign themselves

    - [ ] do you willing to submit the pr

    i see this in apache doris

    We adopted also willingness in Comet, however credits to iceberg-rust repo.

    However I'm not sure if this makes take obsolete, its rather appending to it and show the contributor intention
