wrangler: bind the Cloudflare API token from the Secrets Store - #88

The scoped email-onboarding token lives in the account Secrets Store (secret CLOUDFLARE_API_TOKEN); binding it by store id makes it available to the Worker as env.CF_API_TOKEN (see src/cloudflare.rs). The store id is the platform output from tf/cloudflare/sites/secrets.tf.

Binds the scoped email-onboarding token, which lives in the account Secrets Store, to the Worker as
CF_API_TOKEN(consumed bysrc/cloudflare.rs).store_id = b05909cc85d54c9ca0b124bd2f557444,secret_name = CLOUDFLARE_API_TOKEN(created by calculon-tech/platform#317 fromsecret/default/concierge/email).This is the piece that makes #87's onboarding actually run; without it,
api_tokenlogs "CF_API_TOKEN binding is not configured" and connect still succeeds.
