chore: add loopback-only Windows deployment helpers

Summary

• add hidden PowerShell start, stop, and health-check helpers for a loopback-only Windows deployment
• generate an allowlisted ReMe config exposing only memory, file, index, and health jobs
• keep model-backed jobs disabled and remove model credential variables from the service process

Verification

• pre-commit hooks pass for all six added deployment files
• local-deploy/Test-ReMe.ps1 passes: ReMe 0.4.1.1 is healthy on 127.0.0.1:2333 and blocked actions return 404
• safe.yaml regenerates deterministically with SHA-256 C822ECBFDC53D56C8E1981947087C552A7FB3B8B076637953D16608BC0E172C6
• local Windows full pytest: 559 passed, 40 failed; failures require external model credentials or rely on POSIX/path/timezone behavior, while this branch changes only local-deploy files

Notes

• paths target the documented local D-drive deployment and are not registered for persistent startup
• runtime data remains outside the repository in D:\projects\reme-data
