Records and enforces the decision that the approved catalog is immutable for a gateway process. Catalog changes require a newly pinned hash, restart, and fresh attestation. Reserved runtime-mutation keys fail with CATALOG_RESTART_REQUIRED, while existing drift detection continues to report upstream changes without rewriting authority.
