The guide scores applicants on community engagement and on being active on socials, but never says where any of that actually happens. This adds the Discord server and the operator channel, and spells out what we expect from operators there.
Covers the Discord half of #21. Leaving that issue open for Mattermost, since the access path for it needs deciding before it can be documented.
