Adds a basic quality preset switcher in the settings with 4 options: "Low", "Medium", "High" and "Very High". "High" is set as default.
Intended for mods to use to tune graphical effects and some other things based on user's preference for performance.
Variable name
SMODS.config.qualityReplaces the "Run Select Performance Mode" option, it's functionality is now in "Low" quality option.
