BUG-T17: Rows in Audit Log table automatically fold after user unfolds them

Description

Fix BUG-T17 by preserving Audit Log expanded-row state across periodic refreshes, so unfolded rows no longer auto-collapse after 5-second polling updates. This PR also archives the FLOW artifacts (plan, validation, review) for BUG-T17.
