What
Adds a changeset to release feature-toggle-node from its new monorepo location.
Why
The migration PR (#612) relocated feature-toggle-node into app-studio-toolkit but shipped changeset-free, as migrations do. This is the separate maintenance release. The in-repo version matches the published 2.1.0, so a patch is correct.
Behaviour
On merge, the Release workflow opens a Version PR that bumps @sap-devx/feature-toggle-node from 2.1.0 to 2.1.1 and writes the changelog. Nothing publishes until that Version PR is merged. No functional code changes.
