[26.04_linux-nvidia-bos] UBUNTU: [Config] nvidia: default KHO off on arm64- #623

Summary

Set CONFIG_KEXEC_HANDOVER_ENABLE_DEFAULT=n for NVIDIA arm64 kernels.
KHO remains available through kho=on; the amd64 default is unchanged.

Rationale

The enabled default came from a routine configuration import after rebasing
onto a newer upstream kernel. There was no specific use case or request for
enabling KHO by default. We will reconsider the default if a concrete use
case arises.

Validation

• Built the linux-nvidia and linux-nvidia-bos arm64 kernels.
• Booted both 64K kernels. Each has KHO compiled in but off by default, no
  kho= override, and no KHO debugfs directory.
• Built the linux-nvidia amd64 kernel image and modules successfully; its
  KHO default remains enabled.
