Documentation: TOC Ordering and Miscellaneous Updates

Purpose

This PR makes some final documentation and infrastructure updates before the next release, including the following:

• Reording the documentation site order to put the API docs last
• Updating NREL -> NLR and NatLabRockies where appropriate
• Updating WISDEM -> NLRWindSystems where appropriate
• Updating all GH Actions to their latest versions
• Fixes typos throughout the documentation
• Adds a documentation site badge for Jupyter Book
