Introduce a new composekit CLI and skill packaging pipeline. Adds Go module, main CLI, tests, internal packages (catalog, config, github releases, install, manifest, targets, ui), install script, Makefile, goreleaser config, and packaging/validation scripts. GitHub Actions: add CI workflow and simplify release workflow to use GoReleaser, package skills, generate checksums, and upload artifacts; remove the old validate workflow. Move skill content into skills/compose with a catalog/skills.json entry, update README for the CLI usage, and update .gitignore for build and temp outputs. Also remove the old agents/openai.yaml and adjust scripts names/locations accordingly.
