Request to add Alex Hanshaw as a third Steward. This will enable consensus decision-making

The Stewards list currently has two members (Michael Widenius and Sergei Golubchik). With an even number of
Stewards, there is no mechanism for the group to reach consensus if the two disagree — any decision requiring
Steward consensus can be deadlocked by a single dissent.

This PR requests Alex Hanshaw (mariadb-AlexHanshaw) to be added as a third Steward. This will ensure a
majority/consensus position can always be reached among the group.

Alex, you don't have a single code contribution to MariaDB server, how can you possibly suggest to put yourself on the level of Monty or Serg?

Also, Monty, Serg, Alex are all MariaDB Corporation. MariaDB is one of the highest profile Open Source projects, we cannot have decisions be taken solely by a single company.

I have been a MariaDB core developer for as long as Monty has and for one year longer than Serg, we can put me as a third Steward if such is needed. Though major decisions on this level should be taken by concensus, not simple majority.

In case of a tie, the MariaDB Foundation CEO, who must not be a member of the Council, casts the decisive vote.

MariaDB Foundation CEO casting the decisive vote is enough for me. I think the number of stewards should be minimal (I'd think we only really need one anyway). With 3, there would be no point in having the rest of the council.

Side thought: governance.md defines the path to stewardship as contributor->committer->reviewer->maintainer or steward. This is, of course, can be changed, but requires 2/3rd supermajority.
