Summary

Prepare another package snapshot after #17378. Subsequent prompt-storage, tenant-partition, client control, and Zod 4 changes landed without advancing package versions. Refresh the standard four-package set, each by one patch above current dev.

Six files and twelve version substitutions only. Both workspace lockfiles mirror the manifests. App v0.8.9-rc1, config 1.3.18, chart 3.0.0, dependencies, runtime logic, and paused docs work are unchanged.

Tested environments/configuration: Node.js 24.22.1, npm 11.19.1, Bun 1.4.2.

Automated tests: Exact byte/structure checks passed: six files, twelve substitutions, four independent patches above current dev, matching npm/Bun workspace entries, and all other dependency/manifest/lock data unchanged. On rebased head c297daaa7a48692d21c9b42580b1400d9070dadb, local package builds, emitted app/config version checks, 570 config tests, and focused static checks passed. All four changed package workspace tsc --noEmit checks passed locally. The API check needed an 8 GB Node heap after exceeding the default 4 GB heap. CI backend and client TypeScript checks also passed. Independent review completed on this exact head with no findings at any severity, none open or rejected. Remaining CI is running.
