Summary

Refresh the four publishable package patch versions for the pending v0.8.9-rc1 candidate. Package source changed after the earlier version bump merged, so the unreleased package snapshots need new versions.

Tested environments/configuration: Node.js 24.22.1, npm 11.19.1, Bun 1.4.2.

Automated tests: Exact npm/Bun version-only lockfile comparisons passed. npm lock regeneration retained dependency data. Bun regeneration introduced unrelated pre-existing lock drift and a format upgrade; those unrelated changes are excluded. Package builds passed; emitted app/config markers remain v0.8.9-rc1 / 1.3.18. All four changed workspace typechecks passed, 545 config tests passed, and focused static gates passed. Independent review completed on head 8c2ed7be08a43ec895053d98696e2671ff7c27f2 with no findings at any severity, none open or rejected. CI completed on 8c2ed7be08a43ec895053d98696e2671ff7c27f2: 48 passed, two skipped, no failures or pending checks.
