OpenBLAS's default (non-TLS) buffer allocator serializes threads that call BLAS concurrently, so small level-2 calls such as trsv from several threads run slower than the same calls made one after another. Carry the five commits of OpenMathLib/OpenBLAS#6105, which remove that contention and fix a crash once more buffers are in use than the main table holds, preceded by the part of OpenMathLib/OpenBLAS#5876 they build on. Same fix as #15321, for OpenBLAS 0.3.30 (used by Julia 1.13). On 0.3.30 the patch also includes the small part of an earlier upstream commit that the fix depends on, which makes the buffer table's fields
