Stop writing last_checked into skills-lock.json; derive the 24h window from .matstudylab/skills-pref.json last_synced_at and stamp it after successful checks including SKIPPED_FRESH. Co-authored-by: Cursor <cursoragent@cursor.com>

SKIPPED_FRESH no longer slides last_synced_at, so the release gate cannot pass without a real sync. Successful sync also forces mode auto. Co-authored-by: Cursor <cursoragent@cursor.com>
