dnf install: use --nobest option - #11036

This fixes GitHub Actions errors like this: Error: Problem: cannot install the best candidate for the job - nothing provides systemd-pam = 252-67.el9_8.6.rocky.0.1 needed by systemd-devel-252-67.el9_8.6.rocky.0.1.x86_64 from appstream - nothing provides systemd-libs(x86-64) = 252-67.el9_8.6.rocky.0.1 needed by systemd-devel-252-67.el9_8.6.rocky.0.1.x86_64 from appstream (try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)

Brilliant. I was wondering if there is a zypper [...] --allow-downgrade equivalent for dnf to make this more robust, but I never got to looking it up. This will do.
