Update hwloc and prepare a new hwlocality-sys tag

hwloc just released v2.14, which is an uncontroversial bugfix/quality-of-life release, and there's been a bunch of dependency updates to hwlocality-sys meanwhile, so I think it's time to tag a new hwlocality-sys release.
