Code Review
This pull request improves the validation logic in the balloon device and service check scripts. In check_balloon_pnp_device.ps1, the device status check is tightened to ensure it is 'OK' rather than just not in an 'Error' state, and the error message is improved. In verify_balloon_service.ps1, an explicit check is added to verify that the BalloonService is running before declaring success. I have no feedback to provide.
