Hmm... I choose to test only autoconf here, thinking that autoconf was the original build system. But perhaps this is a mistake. |

This PR appends the autoconf CI and cmake CI updates to the end of the update-cmake PR. It therefore tests the cmake changes -- and includes them -- but lets the update-cmake PR not include them. |

This PR adds github actions tests that ensure that reflex remains working on multiple different architectures. These tests would have caught the MINGW cross compile error from Linux -> Windows. I find such tests really helpful, as they can test on hardware that I don't have. Also, running them all by hand would be pretty painful.
This PR doesn't run windows tests using MSVC, mostly because I think autotools is not set up to support that. Test for MSVC could be added with cmake and/or meson though.
