Changes notification content casing and normalizes it.
Adds
ObserverNotificationSpecialPowerUsage,ObserverNotificationSpecialPowerPurchase, andObserverNotificationMilestoneoptions to allow observers to disable specific notification types independently.Defaults to
yesand can be disabled by setting them tonoObserverNotificationSpecialPowerUsage = no
