Branch to check for chain progression during quiet period (fault injection off, system allowed time to recover)
We do not want to run this by default, until we have tweaked the pause fault injection time and recovery time.
The Pause Fault Injection is system wide. see docs
accompanying this change on the filecoin endpoint side is a custom.quiet_recovery webhook parameter
