A flake that makes NixOS run a little better on the Surface Laptop 7.

This started as a slow reimplementation of scuggo's flake. Notable changes are
listed below.

- Removed ec_reboot in favor of a reboot hook to hard reset for any regular
  kernel restart/reboot.
- Swapped the spi-hid driver for a patched-up newer series submitted by
  Chromium, with minor devicetree tweaks to match. *This properly powers the
  trackpad and fixes suspend.*
- Pulled in more of the firmware shipped by Microsoft, which enables:
  - Hardware encoding of H.264 and HEVC and hardware decoding of H.264, HEVC,
    AV1, and VP9.
- Devicetree support for touchscreen.
- Updated the spi-hid driver again.
