What is this PR about?

This PR switches to 0.4.x release tag of Chatto. Chatto is currently under active development so it makes more sense instead of pinning to a specific version.

Tested this on a Dokploy instance — works as expected. ✅

Registry check: ghcr.io/chattocorp/chatto:0.4 exists on GHCR (manifest resolves, multi-arch). The 0.4 series is active (0.4.0 → 0.4.10), so the floating minor tag will track patch releases as intended.

Deploy test: deployed the template from this branch; compose came up cleanly and the app responded with HTTP 200 on the generated domain, serving the Chatto UI. Test service was removed afterwards.

Since the author is the Chatto upstream maintainer and the change is just the version bump (0.3.8 → 0.4 + meta.json), this looks good to merge.
