docs: nest Web Interface how-to guides under how-to/web-interface/ - #504

The user/how-to/ path was shared between diracx-web's Web Interface guides and the umbrella "How-To" nav section in the main diracx repo, so visiting /user/how-to/ on the docs site always landed on the Web Interface index rather than a general overview. Move these guides to how-to/web-interface/ so diracx can own a generic user/how-to/index.md landing page instead.
