fix: broken doc links in README - #503

The README's Get Started links pointed to pre-restructure doc URLs (e.g. /user/web/, /developer/manage_extension/) that 404 on the current site. Update them to match the current Diátaxis-based nav paths on diracx.diracgrid.org.
