Move the inline UserData -> UserDataDetailDto conversion out of SupportService into a dedicated mapper module with small per-relation helpers (toCountryDto, toLanguageDto, toWalletDto, toOrganizationDto). Also enable viewSupportIssues for the SUPPORT role.
