Install the canonical release helper from UAS-Common commit fb9fe8dd49ada8409173388aca30ba337a5a0668. It supports the first genuine unpublished release without a version bump while retaining release provenance, date/version validation, ordinary enrollment skips and existing-tag safeguards.

Only .github/scripts/product_release.py changes (+6/-5). The helper blob must equal d85ac875a8ef7cc31e2e7654addb622a2abb4046; install.py --check verifies the installed files against the shared source. The shared implementation passed 44 tests and focused review.

Merge into the configured development branch with a merge commit. Product source, configuration, workflow, documentation, version metadata and the stable branch are unchanged.
