Renames the top-level CLI command from
chunk skillstochunk skillfor consistency with how similar CLIs use singular subcommand names. Updates the cobra command definition, internal function names, acceptance tests, docs, and the CircleCI embed-verification step. Internal Go packages (internal/skills/,skills/) are unchanged.
