Chore 🧹:Remove MTC-specific references from config files

1. county specific terms (data_dictionary.yaml, auto_ownership, free_parking)

2. Trip tables written are in MTC format and not populated except for BIKE and WALK.

Tables need to be updated to match TDM23 format, times of day, and have trips in them (assuming the no trips is related to the MTC modes)

I would also add:

• review area type definitions and modify if needed for CTPS
• remove topology from mode choice

There are several places where the modes haven't been updated, in addition to writing the trip tables:

• Search for DRIVEALONEFREE, DRIVEALONEPAY
