Background
TNC/taxi assumptions were not change during initial Lighthouse set up. The focus was on getting the model to run. The assumptions on wait time and fares should be updated to reflect CTPS assumptions (value and year $$).
These are specified in tour/trip mode choice yaml files.
Goals
Update wait times by area type and fare assumptions, per Structures and Performance report.
