Scope
Adds the 18-transition stateful-CNI JSON to stateless-CNS Bolt ownership-handoff matrix, including preflight, safe pre-churn reverse, faults, restart, and reboot.
Draft dependency caveat
This PR is opened early for review and CI on top of X1, whose base temporarily joins A1 and #4567. Do not merge until X1 and all inherited prerequisites merge.
Behavior
Forward migration remains explicitly two-phase and the matrix ends CNS-owned. It does not claim unsupported CNS-to-CNI export after pod churn or reboot. Existing E2E coverage is not removed or repurposed.
Evidence
Validator/integration-state race tests and both migration shell scripts pass.
