Scope

Preserves the raw state coverage gate after runtime integration and consolidates cross-facet fixtures without weakening any engine tests.

Draft dependency caveat

This PR is opened early for review and CI. Its base, users/rbtr/bolt-quality-join-base-v4, is a temporary integration branch joining J1, Q1, and Q3. Do not merge until all three prerequisite facets merge.

Behavior

Test-only quality join; no production or default behavior changes.

Evidence

Raw cns/state coverage is 2274/2525 = 90.059406%; Linux/Windows whole-diff lint and race tests pass.
