Scope
Routes CNS-owned DEL, delete-intent creation, owner cleanup, endpoint deletion, and intent pruning through generation-gated Bolt transactions.
Draft dependency caveat
This PR is opened early for review and CI. Its base,
users/rbtr/bolt-add-json-join-v3, is a temporary integration branch joining transactional ADD with #4502. Do not merge until both T1 and #4502 merge. It will then be rebased or retargeted to the permanent parent without expanding scope.Behavior
Preserves #4502 response semantics and lock ordering; failed or canceled writes leave the database and cache unchanged.
Evidence
Linux/Windows lint and state/restserver/service race tests pass.
