Restructures WORLD.md under the six headings every repo in the fleet now shares (VISION / MISSION / CONSTITUTION / ROADMAP / AGENTS / CHARTER), per the fleet-artifact reassessment. Docs only. Same shape as codenamev/agentic#47.

What moved, not changed: Purpose → MISSION; Direction + Constraints + Anti-goals → CONSTITUTION (local additions under the operator link); How work gets proposed → AGENTS.

What is new, and marked VAL: edit inline:

  • VISION. The old charter said what lens does and which way it leans, never where it ends up. One paragraph, yours to rewrite.
  • CHARTER territory. The old border was drawn only by negation (the anti-goals). Stated positively now.

Judgment calls worth a look:

  • ROADMAP puts CI first. Main has no .github/ yet; ci: run the test suite on Ruby 4.0 with no secrets in the environment #18 proposes the matrix. Everything below it lands faster once a red check can say no. Then the README's not-yet list in its own order: multi-file corpora, quality eval / re-cast (waits on the pilot readout), composition. PDF/EPUB and marketplace publishing stay off the list, as before.
  • L0–L3 block replaced by a link to the operator constitution (the anchor lands with minerva-sky/workspace#10). The per-class levels live on the operator's side; this file keeps only the prompt/model/gemspec-stay-at-L0 rule and the one-PR-a-week budget.

Status line stays PROPOSED. Voice pass: 0 em-dashes in 1250 words.

Content moved, not changed, except: VISION is new (marked VAL: edit), the
CHARTER territory line is stated positively (marked VAL: edit), ROADMAP puts
CI first and orders the README's not-yet list with reasons, and the L0-L3
block is replaced by a link to the operator constitution.

## CONSTITUTION (what rules we must obey)

The fleet's shared rules live in one place and this file links to them rather
than pasting: the [operator's constitution](https://github.com/minerva-sky/workspace/blob/master/WORLD.md#constitution-what-rules-we-must-obey).

Stick to the Autogenetica realm. Don't reference to anything in WORLD.md outside of the repository's scope.

## Anti-goals
Anti-goals, which are constraints wearing a different hat:

I think this is worth a sub-section. Keep ### Anti-goals and throw out the unnecessary Anti-goals, which are constraints wearing a different hat: wording.

The README's "what lens does NOT do (yet)" list is the roadmap. This is that
list as an order, with the reason for the order.

This is not sufficient. Decide if we track roadmap with another file or just with Github. Github has many options to lean into

1. CI. There is none on main yet, and the first automation this repo needs is
a test run across the supported Rubies with no secrets in the environment.

Is this still true?

<!-- VAL: edit. Drafted from the old Purpose and Direction sections; the charter said what lens does and which way it leans, never where it ends up. -->

An author hands lens the thing they know best and gets back a skill their
coding agent will actually obey: RFC-2119 items, every one traceable to a
page. The expert stays the expert. The distillation stops being an afternoon
of prompt-wrangling and becomes one command. Not a prompt toolkit, not a
marketplace. A lens: one corpus in, one focused thing out, and you can see
where the light came from.

**Territory:** <!-- VAL: edit. The old charter drew this border only by negation (the anti-goals); this states it positively. -->
agent-lens owns the extraction framing, the shape-validate-write pipeline, the
provenance record, and the CLI that drives them. It does not own corpus
extraction from binary formats, skill hosting or distribution, provider
plumbing, or the methodology behind the framing.

All four addressed in 31cc676:

The two VAL: edit markers (VISION paragraph, CHARTER territory) are still yours.

Changes are classed by risk (external visibility times reversibility), and each
class has an autonomy level that can rise as the agent's track record earns it:

Tried bin/merge-approved on the approval at 20:04Z — refused: state=UNSTABLE, Ruby head leg FAILURE. Same upstream breakage as #25 (NameError: uninitialized constant Pathname::SEPARATOR_PAT inside setup-ruby's bundle install on the ruby-head snapshot; re-run at 20:04Z failed identically, so re-running doesn't help until the snapshot moves). The leg is continue-on-error so the workflow passes, but merge-approved reads job conclusions. I'll retry each tick and merge as soon as it's green. Failed job: https://github.com/Autogenetica/agent-lens/actions/runs/35645393023/job/106484485116
