Improved CI workflow with concurrenct setup/installation and updates

Change includes:

• Optimized setup and installation workflows by eliminating over 60 redundant parallel GitHub runner instances, enabling shared setup reuse and improving pipeline efficiency.
• Introduced a build script that uses cbuild to execute builds and run the model in a repeatable manner.
• Publishing execution results directly to the GitHub Actions summary
• Improved failure diagnostics by archiving and preserving complete logs whenever a job fails

@Evagan2018 With the current change the run matrix is moved to test-matrix.json . There is one configuration that is temporarality removed and needed to be investigated

This configuration is failing in the step where we are running this model, with the reason stating Simulation is stopping. Reason: Simulated time has been exceeded.

@Evagan2018 you should check why FVP_Corstone_SSE-320 examples fail executing and printing the UART messages.
Also we should align the *-ci.yml file names to clearly indicate which host platform is used.
