Resolve the remaining lint issues (errcheck, testifylint, noctx, forbidigo, funcorder, gosec, usetesting, goconst, revive, staticcheck, sloglint, tagliatelle) and two pre-existing compile bugs (duplicate err := in cmd/cli/main.go and internal/replication/replica.go) that were silently blocking golangci-lint from linting those packages. Also collapse the repeated go install lines in deps:install:global into a Task for-loop over a tool list.
