[REQUEST] I made a launcher for TabbyAPI

The wiki says in section 9 to reach out to the devs if one would like to showcase something, and I reasoned that an issue might be the best way to do that since discussions are unavailable.

Explanation

So yeah, I made a launcher for TabbyAPI. Don't really know why, guess I was bored, but I thought I'd share - maybe you'd want to add it to community projects or installation methods idk
