Current behavior
Harvest fees didn't show labels on block detail pages, user hard to understand who collects the fees
Expected behavior
It should append the label for each row, such as Harvester / Operator / Network Sink
Note: technically we can combine Harvester + Operator display data in a row, and allow users to click and expense the table.
