Account metadata entries - make Target Id link

Current behavior

Currently, metadata entries on the address view have column Target Id. It can be either depending on metadata type:

• N/A - for account metadata
• mosaic id - for mosaic metadata
• namespace id - for namespace metadata
  In all cases, Target Id is just text.

Expected behavior

For namespace and mosaic metadata, the Target ID should be linked and directed to the namespace or mosaic (depends on type) page.
