CMP-INRIX network conflation scripts for TMC/NPMRDS, together with other backup scripts are commited onto pre_chunho_backups

Note that when Chun Ho took over from Bhargava, these were all already in a */bak/ directory. (Does this mean that they can be deleted?)
We need to just deal with these scripts (write them into the history of the current scripts or otherwise, or alternatively, since these are backup scripts, we can probably just delete them. Maybe wait umtil it's been 5 or 10 years (i.e. at 2028 or 2033?)), and then remove the branch. There should not be multiple versions of nearly the same script floating around.
