update monthly CMP update requirements.txt (py 3.12, polars 1.9.0, ...)

Update speed\inrix\process_cmp_in_virtual_env\requirements.txt to the latest version of packages during next month's update:

• python 3.12
• polars 1.9.0
• ... (please check to see what the most updated versions of all the packages are)

There will be breaking changes (at least in polars), so you might want to run the scripts one by one instead of using the .bat file. @chunhochow can help with debugging the polars breaking changes.
