Based on user feedback (e.g. [#project-goals/meta > different update cadences](https://rust-lang.zulipchat.com/#narrow/channel/478266-project-goals.2Fmeta/topic/different.20update.20cadences/with/607428208)), update pings need the following changes: - [x] Allow changing the frequency of the pings (e.g., via `ping-weekly`, `ping-biweekly`, etc. labels). (Done via #2469.) - [x] Send pings as DMs (group DMs in case there are multiple assignees), not to the Goal topic.
