Reimplement extension using fiddle

A native extension was recently added just for Windows that's less than 100 lines of code. Given the simplicity of the extension, perhaps it could be reimplemented using fiddle? It would allow it to be used on any Ruby implementation with fiddle support and resolve #87 without having to release a stub gem.

This is not going to work as resolv is a default gem, but fiddle is no longer a default gem as of ruby 4.0. Jruby has ffi as a default gem, so one potential solution is to introduce a jruby specific extension that's written with ffi.
