Error: Request failed with status code: 502: undefined

Hi, I'm Ivan, I'm using Permit CLI to apply template policy, but when I apply the template via CLI I receive an error.

I traced this to the env template apply response handling path. Today the CLI reads only err.error from the Terraform proxy response, so a 502 body shaped as { "message": ... }, { "detail": ... }, plain text, or an empty response can end up displayed as 502: undefined.

I can take a focused PR if you want it assigned. Plan:

• keep the existing Error: Request failed with status code: ... shape
• read the response body once and surface error, message, detail, or title
• fall back to statusText for empty responses
• add unit coverage for JSON, empty, and non-JSON 502 responses

I already verified the patch locally with focused Vitest coverage, TypeScript, build, Prettier, and lint. Timeline: I can open the PR the same day if this approach looks right.

This would be Codex-assisted, with the final patch manually reviewed and kept to this error-reporting path.
